He was born in 1955 in Baku, Azerbaijan
EDUCATION AND ACADEMIC DEGREES OBTAINED- 1962-72 - secondary school in Baku.
- 1973-78 - Azerbaijan State University, Geology-Geography department, Diploma in Geography.
- 1982-85 – Doctoral studies (Aspirantura) at Scientific-Research Institute of Erosion section of Ministry of Agriculture of Azerbaijan
- 1989 – Kandidat of Agricultural Sciences (PhD) degree.
- 1995 – Academic title in Soil Agrophysics
- 1999 – 1-year course in Environmental Management Systems, organised by TACIS, Baku-Oxford
